INTRODUCTION

Asas '50 has long been known as a literary organization that looks after the interest of writers at large while contributing to the community. However, facing current trends and needs of the community, Asas '50 has decided to embark on a more structured ‘community outreaching program' by developing literary arts programs that suit the needs of the community along with the government effort to foster interest in heritage and mother tongue.

A three throng approached has been devised to serve the diverse needs of the community especially the youth in shaping them to a more meaningful and fruitful use of time, resources and knowledge. This approach will concentrate on the youth-at-risk group from homes and other welfare institutions, students in schools and colleges and finally the literary community at large. Thus, for the purpose of this proposal, Asas '50 will take on 3 initiatives span over a period of 3 years as follows:

1. proposal to establish a ‘ Biblio-Therapy Program ' planned for 2008 that will try to tackle the youth-at-risk,

2. proposal to establish a ‘ Heartland Poet Program ' planned for 2009 that aims towards the school and junior colleges students,

3. proposal to establish a ‘ Cyber based Literary Arts Innovation Club ' planned for 2010 to serve the community at large.

SIGNIFICANCE

These project will be beneficial in bringing Asas '50 to another level of development in which it helps Asas '50 to outreach to the community, not only to writers, through literary Arts in line with the society's beliefs in Arts for the community. More importantly, national interest is satisfied as this program outreaches to the youth in shaping future generation and aspiration.

These programs will be an annual affair upon implementation. It will be self-sustaining and have the potential of becoming a source of income in future thus, placing Asas '50 on a new platform of activities relevant to current needs and future developments. The programs will result in the restructuring of Asas '50 management team and resources. The development of these programs indirectly enhanced the society's performance and professionalism through the employment of a full time staff and structured programs.

The INO CLUB is indeed a fresh effort to reconstruct the literary arts scene in Singapore to meet new and more challenging expectation of a global world. It is indeed timely to establish a club that looks into the innovative aspect of literary arts in terms of production and material conceptualization. For example, now anime and graphic novels are the niches and has gained world-wide acceptance. Such innovations are just some examples that could be explore and enhance. This club, through seminars, discourse and publication will try to establish new frontier in Malay literary arts in specific and national literature as a whole.

The nature of the club is cyber-based. This is a very viable option to run such club as it very cost effective in terms of logistics and manpower without compromising on the product and services. Cyber-based as means that it could be reach by anybody in the world thus promoting the Singapore literary art scenery. This club is open to anyone regardless of age and background.

Currently there is no literary Arts magazine for Malay literary development in Singapore. Schools and literary enthusiasts at large are not able to follow such developments or benefiting from such development. Thus, it is indeed very timely to start a magazine that can meet the needs of schools in line with the Ministry of Education emphasis on the learning of mother tongue languages through literary materials. Such innovations capture in magazine can be a very powerful tool for teachers, students, writers and readers at large to invigorate literary arts in Singapore.
